3rd Rebirth Stone

With quest not been avaliable yet it means I cant use my 3rd rebirth stone right? Just need some help understanding it.

you cant use your 3rd RB stone before 2nd RB is completed. (it will bug your character) I dont think uve done 2nd RB already so the stone will be useless to you untill then.
To answer your question, yes, you can use it without the quest being available aslong u have the stone.

i think what you need is a guide where to get the 3rd rb. so far i did only 2nd RB in top so im not sure where is the 3rd rb there. but i think all of those are in Heaven. try search on the angels if there is any quest there.

3rd RB is not officially released yet. The NPCs do not exsist yet either. Currently none off it is active, but as soon the NPCs are added u can finish it.
Personally I think the 3rd RB stone should be removed from the game untill the quests are made for it and all NPCs are active. Specially as I know what 2nd RB did to my character.
