GM/anyone experienced in paypal donation pls help!

ok so i wanted to donate. I set up a Singapore paypal account and topped it up with a few hundred dollars in SGD, not USD. So i thought, does that affecr whether i can donate? Then i go to the donation page and click donate via paypal, which brought me to the US paypal website which said i wud be donating to brightsunonline. Ok, then i typed in how much i want to donate and logged in then it brought me to a page where it asked for my credit card as a form of payment! Inalready have money on paypal! Or is it because i hav to convert to USD on my singapore account first? Cuz from wat i know if ur account has money it wouldnt ask me to pay via credit card! ALSO, the crucial qb: can i donate if my account in paypal is the singaporean one?

On an additional note: can someone who has used a non-US paypal account and still managed to donate thru their account pls tell me why i am redirected to the credit card form everytime i try to donate?? Gm if u can pls also provide a url for the donation

Just some info to help u guys understand wat im in:
1. I go to donate.eternalsonline.com
2. I click paypal
3. I scroll down, find that the donate button is inactive for god know why so i click DIRECT DONATE.
4.I get sent to this website after clicking direct donate link on the paypal donation page of donate.eternalsonline.com: https://www.paypal.com/us/cgi-bin/webscr?cmd=_flow&SESSION=s0GMU-xW3RkYIqDaB8UBkYlFDBNpxIHanl1eIIU4wgrQOL1K1HRUy5Hwhv0&d

5.i key in i want to donate 200 USD and click update total
6. then, i logged in, after which it brings me to this page:
